What the question is asking
Item 8 takes the act described in item 7 and adds a setting: it asks whether you have french kissed somewhere other people could see. The item is about visibility rather than about the kiss itself, which is why it is the top rung of the opening kissing ladder even though the physical act is identical to item 7.
Where people disagree about what counts
"In public" is doing a lot of undefined work. A crowded party, a school hallway, a street, and a car parked on a busy road are all read differently by different takers. The usual working definition is anywhere that strangers or acquaintances could plausibly have seen you, which excludes a private room but includes most social settings.
