What the question is asking

Item 21 is the mirror of item 20: it asks whether you have touched someone else sexually over or under their clothing. Splitting the two directions into separate boxes means a mutual experience costs two points here, where the same experience would cost one point at items 17 or 18.

Where people disagree about what counts

The same definitional question as item 20 applies — whether over-the-clothes touching counts — and most takers answer yes. The additional question specific to this item is consent, which the checklist never mentions anywhere. Every item on the list is written on the assumption that the experiences described were wanted by everyone involved.

Item 20 is being touched and item 21 is doing the touching. They are the same act written from each side, and a mutual experience means checking both.

Does item 21 include touching over clothing?

Most takers include it, because "felt up" ordinarily covers both over and under clothing. The checklist adds no restriction either way.

Do items 20 and 21 overlap with item 16?

They can. Item 16 is the general item about seeing or touching a private part, and 20 and 21 are more specific. A taker who checks either usually checks 16 as well.
