What the question is asking

Item 20 asks whether someone has touched you sexually over or under your clothing — being felt up, in the ordinary sense of the phrase. It is written from the receiving side only, which is unusual for this stretch of the checklist and is the reason item 21 exists as its mirror.

Where people disagree about what counts

The phrase is colloquial and the checklist does not define it, so takers vary on whether over-the-clothes touching counts. Most read it as including both over and under clothing, since "felt up" in common usage covers both. What everyone agrees on is that the touching has to have been wanted for the item to make sense as a purity-test entry.

Does over-the-clothes touching count for item 20?

Most takers say yes. "Felt up" in ordinary usage covers touching over clothing as well as under it, and the checklist adds no restriction.

Why are items 20 and 21 separate?

Because this pair is written from each side rather than reciprocally. Items 17 and 18 use "had or given" to fold both roles into one box; items 20 and 21 do not.

Do I check both 20 and 21 if it was mutual?
