What the question is asking

Item 32 asks whether you have had intercourse somewhere other people could see. The distinguishing feature is visibility, not location, which is why it is written separately from item 31 even though the two often apply to the same encounter.

Where people disagree about what counts

The recurring question is whether anyone actually had to see you, or whether it is enough that they could have. The wording says public, not observed, so the common reading is that the possibility is sufficient. Item 41, on being walked in on, covers the case where someone actually did.

The test is self-scored and nobody else ever sees your answer, so the only thing that matters is applying one reading consistently across the whole checklist.

Takers differ. A locked cubicle is private in one sense and in a public building in another. The checklist does not resolve it.

How many setting items can one encounter satisfy?

Several. A car parked on a street outdoors could satisfy items 29, 30, 31 and 32 at once, which is four points from a single occasion.
